That strongly depends on the quality of the template. If the template is high of quality users are more likely to start using it quickly and so you will get a lot of backlinks. Sponsoring template can be good if you choose wisely.
IT DEPENDS It depends on the particular site. ask the webmaster for the last few month's traffic report. see it. check the page rank of the page in which your page would be and check the traffic of THAT PAGE. IF - the site is good then read below what is your site, by the way ? If its SEO, Wordpress Themes, PLugins related - then it would be a Very good idea to buy an ad over there. Try spending a couple of more $ and ask the webmaster to give you a small 100x25 button or something - that way - you can stand out from the other ads. If yours is a directory - try to make the AD addractive - For example : Put an add ( anchor text ) saying " Want More Traffic in your Blog ? Depends how nice the theme is, if its really nice and looks promising for downloads I would say yes very much so!

It's depends on your website content and what you want. For SEO, you'd better link your website to similar pages. But for traffic, maybe it's worth the money.
