In the context that the OP used it in, it certainly means: is BH SEO prohibited by the law? No, it's not. Is it unethical, and will it get you banned from Google? Yes, it is, and you will be banned if you are caught. Does that make it illegal? No. Please learn to read.
I said this thing earlier that i was just thinking from Google point of view not from Civil law point of view. I m totally agree with magda. Have i said i am not agree with him. On Dp when i give any answer then my mind goes only in ONE direction that is SEARCH ENGINES while others are very gud they keep remember all things.
