You are allowed to advertise a page on adwords that contains adsense adverts. However I would advise against it, because if you aren't prepared to make a good website that provides something NEW, FRESH and VALUABLE to the web... something that would take considerable effort and time. Then the chances are that you'll end up making a website that looks spammy, doesn't really offer any value and places adsense adverts in places that are just too in your face. These websites are looked down upon by google adwords because they give their searchers a poor user experience. Should they identify your website as MFA (made for adsense), they will increase your minimum bid sharply decreasing your ability to advertise with them. AdWords is for promoting a product or a service, get this right first, then if it suits what you've created, adsense can be added.
if you are getting $5-$10+ per click in adsense you might be able to use adwords to promote adsense.... Google has come down heavily on publishers / advertisers using arbitrage... and have slapped such ads with high bids running up to $5 / $10 per click...
