Is average cpc price shown shown by google adword tool is loyal..?

    HI to all

    For my keyword one I have seen the average price around 252 Indian rupee and I have bid for only 4 rupee and i am getting around 500 to 600 hits so it is 12 times higher than google shows .so what do u think about that.?
