Is AT&T Breaking the Rules?

I came across this ad today on my website, instantunblock.com

I found this strange, because att.com has been blocked in my competitive ad filter for some time.

So I copied the ad link and behold, this is what showed up after the Adsense part on the link:
    http://mds.centrport.net/mdsefc?a27...527663;1&client=ca-pub-7964928507973446&nm=21

Last time I checked, att.com isn't centroport.net. And the last time I checked, wasn't it also against the rules for AdWords publishers to display one URL on an add and then send ad clickers to a different site?

Even if this is against the rules, it is a very sneaky tactic by ATT to get around the competitive ad filter.

I'd just fire the info off to support and let them deal with it.

If you click the ad, does it land on ATT's site? Tracking/redirect URLs are allowed in AdWords, and are the norm for companies running large campaigns. They're not trying to sneak around a competitive ad filter.
