Is .asia opened for everyone?

I can see a few webs offering .asia for 9$ .... Is the registration opened for everyone?
Will it be the same procedure for common people to register .asia like other domains except residence in asia or is it the same like other domains? I am asking because I heard this time registrars will make users to bid even after registration is opened for everyone

It's really not cheap for non asians.

On the official .asia website they have a list of all the approved companies that can sell .asia .
You can check there if you find better ones. I am at work atm so i do not have the url here.
