How long did you wait after adding the code? if it was new ad-code that you generated, it could take a while (hours) before you begin to see ads. When you view the source of your page(s), can you see the ad-code?
Yes, it sometimes takes time before the code becomes active. Yes, adsense can be used in forums, look up and to the right on DP.
