Is Adroll another name of Adsense?

    And is there any way to get a Publisher's account?

    why would you say that? if its because they are using the sama Google system that doesn't mean they are part of Google Adsense. Just using Google's system.

    You can call them a consultant for other major networks, they can pick you the best advertising platform whether it is adbrite or google, depending on your requirement.

    No. Adroll is advertising company. It is not for publishers but advertisers only. If you want to advertise your product you can consult them.
