What sort of site, where are you putting the ad code, and how long have you had it up for? For a proxy, with the ad on the proxied page, for example, that sort of payrate is probably not too bad. For a different type of site, it might be a different story. I believe Adbrite take some time to properly profile your site and find advertisers for it, also. You may not see the true value of the ad spot until the ad code has been up for days, or possibly weeks.

Try some CPM ad networks and see if you're able to make more or not. Try cpx and others. May I know which script are you using on that website?
