The VCC as far as I know are virtual instruments created and sold by people for the sole purpose of foiling the Paypal verification system. They are mostly just used for that one and only purpose and is not made to withdraw funds or use to purchase anything. They are primarily offered without any links to a name, address or country and are sold by people without verifying who you are.

Paypal however does offer Virtual Paypal Debit Card to some of its valued customers in some countries to be used as virtual debit cards where you can make purchases with at places which accepts only credit card payments. They do have the Plus Card which are physical cards which can be used in stores and as an ATM card.

Like I said, Paypal requires some of their members to verify their accounts by using a credit card. However, some people do not have credit cards because they are underaged or for some other reasons and thus they get hold of VCC in order to foil the Paypal verification purpose. That pretty much is the main reason.

As long as something is virtual, you cannot actually use it to withdraw cash from.

Paypal however allows you to withdraw funds to your bank account or via check depending on the country you are from.

If you cannot have a CC, better create a PayPal under your parent's name who has a Credit Card or is legally able to get it.
