I've run into some relevant Forum's (and Blog's) that won't take HTML <a ref...... code for embedding anchor test. I can put my URL in the body of the post though. Running a backlink checker, the URL shows up. My URL has the same keywords in it that I want to get page position for. So, its what I would have put in my anchor text anyway. If the forum (or blog) is relevant, will a keyword rich URL alone help improve my "relevancy score" (obviously talking about Google here) which will ultimately help my site move up in its page position? E.g. If I can't get keyword anchor text in the posting, but my URL has the "key" words, will it be worth doing the posting. 20%, 50%, 80% of what I could have gotten with anchor text?

surely any link will help to some extent. in act, you should use the URL for hyperlinking from time to time to make your link building look natural. just linking with one single anchor text will be considered as suspicious. google will consider that as over optimization
I think you will benefit a lot from your keyword being in your URL, also too many links in a short period of time can be frowned upon by google,
