Is a classifieds likely to violate TOS?

I'm in the process of setting up a classifieds website and its possible that some of the pages will have very little content (if its a section with no adverts for instance), the only content will be the menu and an empty table. I intend to run adsense sitewide. Do I run the risk of these sorts of pages being against the TOS? If so I'll put a paragraph of information at the top :)

Put some information, at least a message for the visitor, anything that makes the page full of text content, or multimedia content like flash videos or pictures ..

Personally I'd make sure I had no pages with no information. So if you don't have submissions to a category yet - I'd make sure I had a paragraph explaining that to users.

Probably not, if these classifieds aren't context based

Thinking about it, adding content should be good from a SEO point of view, I'll be able to get some keyword density and use h1 tags and such :)
