Relevancy must be maintained. High PR comes later. Don't bother after high PR. irrelevant website rather decrease your own PR which you earn after great effort.

Irrelevant means irrelevant. Your links should be from relevant niche/theme. Getting backlink from less PR themed website is more beneficial than getting a non theme high PR site.

Actually, Google does have a way to determine relevancy thru keyword density. So if a site has a high density of keywords similiar to yours it is considered more relevant. So relevancy is important but any link is good.
It doesn't matter if you are just trying to get pagerank but if you want traffic then relevancy is an issue.
