I have a member of one of my forums who happens to live in Iran where they censor alot of the internet content.

Is it possible for someone to screw with their computer remotely?

Once or twice a day when they are online, suddenly the speed drops to almost nothing and then everything freezes (Not just the web pages I have open, but my entire computer) and I have to sit around anywhere from 2-15 minutes and not touch anything till everything goes back to normal!!!

This happens everyday 1-2 times. Another thing is very slow speed when they visit the forum during evening time Iran time (The speed is normal when they visit other sites), but after midnight they can surf the forum at normal speed!!!

Do you know what these government censorhships are capable of??

Governments can easily do that. But you're talking about speed, that may be because the networks in Iran are old and out of date, which may be the reason for the slow speed.
