Iphone game campaign: admob or adwords?

I am planning to advertise my iphone game
Also heard that admob is aquired by google, how different, or how efficient for this two big player?

My requirement is to only show my ads
- in certain country,
- only user using iphone
- only playing game

Can adword handle that? Coz I don't want it shows in search result

What i mean is,

 

you can target to your mobile audience with adwords very easily. you can even specify specific mobile devices. and you can find the game playing mobile users with good choice of keywords.

 

I tried to setup my trial admob campaign, it shows defaut ppc cost, around 0.05
But I can never found such camp setup in adword, should I pay for the activation, 10 euro activation fee before I can setup camp?
