For advertising purposes, you could use Admob mobile marketing. They are a google corp. and their ad spends are super low (for the moment).

The first thing to do is base your apps off of the ones that are popular now. For example, if calculator apps are doing really well all of the sudden, then you should consider making one. The key is adding features to your app that makes it stand out from the others. As far as marketing goes, you need a separate website for your app and as many reviews as you can get from noteworthy people/sites. You can do that by google searching ipad/iphone reviews sites and grabbing the names of the top 10-15 or so. Get in touch with them and give them the app for free and ask them to review it for you. When you have it approved in the marketplace, the next thing to do is to get friends & family to buy the app and rate it for you in the app store and leave a review for you there. This helps tremendously with the credibility of your app for others and eventually, sales. This is a short summary of some of the things you can do but I hope this helps some :)

P.S. another tip is having a standout icon design for your app. People are real visual and that gives them a reason to click on your app.
