IP in the center of my geotarget is outside of it?

I set up Adwords for a friend today, and noticed something interesting.

The computer I was using was in Riverside (effectively, the center of our geotarget)

The IP address given to that same computer in Riverside, happened to have an address based out of Los Angeles, which is too far away- and has a few million people that we'd rather not see the ad.

I checked the IP location from 2 different online IP widgets, they both said L.A. as well.

Anything you'd suggest for me in this situation? Thanks! :D

bump, I've created a new area that ONLY includes Los Angeles (no suburbs thereof, small radius) in order to include those people with a very broad region (LA) registered with their IP range. For this group I have much more strict keywords and a lower budget.

What else can a man do to make sure that all qualified costomers see his ads, but yet excluding those few million people that do reside in an area too far away?

so is the general consensus that a region targeted area in one campaign and regionally targeted location modified keywords in another global campaign?

    ...depending on the business?

    IP v6? ^_^
