When customer pays by their own, and later when they file for chargeback as UN-AUTHORISED charge , paypal doesn't take help of IP used to pay the money and IP used to launch the charge back case ?

Yep, I learned the hard way that the reason financial institutions don't support the merchants in these cases is it's very profitable. The way these work the merchant has all the risks, the bank just sits back and takes the fees. It's actually in the banks interests that fraudulant use of cards is perpetuated.

PayPal does not base decision on a chargeback claim based on IP address.

Even if the credit owner paid the amt by themselves , they can file for un-authorised charge claim ?

Any solution for winning that claim ?
