Does doing the following scenario run you the risk of getting you in trouble with the SE's?

"Using an Ip address to determine if the the person crawling the page is a SE or not, then showing them the right page."

    Thanks for any input.

If you cloak, you always run the risk of getting punished or even banned.

Those are from the information for web masters. I will always remember what a user on this forum once said to me when I asked about cloaking:

“It’s not nice to trick the googlebot”

Anything that you do that would cause a page to display differently to a search engine than it would to any other visitor does not bode well in the eyes of the search engine.

Don't do it, you will get banned. Just do it right and you will be rewarded.
