Interpretation of "googlespeak" required!

Anybody know what this really means or care to hazard a guess?

I have not paid much attention to this message before but as I refine my campaign and move towards the "long-tail" I am seeing it more often

A literal interpretation suggests that people ARE searching on my keyword but Google are NOT showing my ad and will not until the search volume passes some vague trigger point loosely defined as "more".

If this is the case does it mean Google have just killed the "long-tail" (or, reduced it to a stump, anyway)?

This is what i believe it to be, not that they have "killed" longtail, longtail is more natural anyway.

There must just be a threshold before it is counted.

I suppose it depends how we define "long-tail" but, to my mind, if Google have a threshold before which they show ads then they are, at least, reducing the effectiveness of the tactic.

It also raises the question, if they are not showing my ad, that is exact matched to the query, what are they showing? And, why? Furthermore, given that Google's stated intention is to return the most relevant results for any search then, surely, this threshold is completely contrary to that aim.
