Internet users management?

Hi all was just wondering if this is possible.
Im trying to find out if there is something out there in the big blue ocean that could maybe help me.

Im looking for internet management utilities. Basically what i wanna do is everyone on my network should only be allowed to use a certain allocated bandwith usage. Something like what ISP's use to manage their customers basically. Also want the user to be able to see how much they have used in the month already.

Is there anything like this?

There are so many software are like this avalable on net but demo only you need to purchase them.
