why did you include two links to some forum when you are having a pc problem? Just trying to spam crap links?

Correct your Network Settings. If you are using wifi router than check that it you have the permission from it to access network. If its just internet Problem then need not to format just check the network settings like ip addresses, network names,Key,Security Technique being used.If everything fails then study the user manual i hope it will solve your problem
