They are not US companies and are licensed in other countries where it is legal. If you don't live or operate in the US and have a considerable sum of money to invest, there are legal sites on the net that specialize in gambling licenses.

Congress is currently studying this issue - and it apprars they are going to pass a bill this session which includes registration fees and taxes. It looks like greed to collect taxes will out weigh the religious right's desire to regulate our morals.
