Internet G12 / Government Internet On & Off Switch?

Can someone explained what this means? I think I read it wrong, i got the idea the governments wants to control the internet?

Well will loses are free speech on the internet if this happens I hear, the UN will be able to pull any website they want off the internet.

I don't like the sound of wheres things are going, first they want to take our guns by September, now they want our internet under federal control.

I hope this won't pass, this would end net neutrality.
