I am starting this thread to get all my questions regarding the International Credit Cards answered. Please answer these for me. More will be added soon.

    - Which Indian banks provide free Intl CC's ? I am a student, parents are NRI's, would they issue a CC?

    - Can I use the CC to shop for registering domains ?

    - Is there any charge for a foreign transaction, like if the domain is 8 $ , how much will my CC charge?

I am not from India so I cannot answer the first question.

Yes, the benefit of a Credit Card is that you can make online purchases. Generally, almost all domain name registrar will accept Credit card payments. As a card holder, you should not incur additional cost for using your credit card. Only the merchant (seller) is charged a fee and it should already be factored into the final price. So if your domain name is $8, you pay $8. Of course if you are late in payment then you may owe your bank interests and maybe a late fee.

As a point to note, when making overseas purchases, your bank may levy a foreign exchange fee to the final exchange rate. Although your purchases may be in US$, you be paying your bank in Rs.

You can easily get a free CC from Indian Banks.
    Try HDFC, ICICI, Citibank, HSBC.

All will be happy to provide a CC to you.

Also if you require a VCC you can get one from HDFC(Apply for a NetSafe Card)
All these cards can be used for online shopping(Till the point they are genuine and carry a VISA or MASTERCARD logo)

Also you can sure buy domain names with these CC's although they will conver the transaction to INR and bill it to your account.

    I guess that's simple.

The processing banks operates 24/7 so if you register a domain at 7:50pm, your order should be processed at 7:50pm and once the bank approve your transaction, you should get the domain name by that time.

Normally all worldwide recognized brands (like mastercard, visa) credit cards are international credit cards.
Only some debit cards issued by Indian banks with same worldwide brands don't work for international transactions.
and if you have a credit card (not debit card) then you can use it to verify paypal most of the famous banks in India provide that
and I have used my credit card to buy hosting and domains a lot of times...
