Internal Page's Pagerank Does effects other peer pages?

    I have recently joined the SEO job. The first project given to me to increase the PageRank of website. The website have PR-4
    http://www.xperts.net.pk" i.e. HomePage but when I individually check the http://www.xperts.net.pk/index.html
    That have not PR assigned. Please, guide me about this.


    And another issue with my project is to make PageRank of other pages http://www.xperts.net.pk. Is my website PageRank-4 effects when I link to other pages ???
