It is better if you have : <a href="http://domain/page.html> . Not only for seo but in some situations you content can be copied or scraped and so you can benefit from this.

it's true. use domain name in url always. These days too many people claw others pages and display in them own site
I would always advise you use the full URL because the benefit is that you would be using exactly the same format as people who are linking in. Saying that I have not noticed a difference either way but I do think that the above would be considered a best practise. Edit/Delete Message
Yeah better full url, remember there's a difference between each url format like for example "http://site[dot]com" and "http://www[dot]site[dot]com", the same in internal linking.
