Should new pages within a web site be submitted to the SE's?

They will get submitted automatically if you have generated the sitemap and have
    submitted it to google.

No Submitting Site or Site's Inner Pages To Search Engine is Just Waste of Time Instead Invest your time to get back links

You should create a site map for your website and submit that to the search engines and it does not take that much time. Submitting every individual page would be time consuming.
