interesting question here..

    a buddy of mine who was 16 at the time he created his paypal account just turned 18. He is about to receive a big payment, and he wants to know that if his account is limited, can he get it unlocked now that hes 18? or would they see it as breaking the TOS and shut him down because hes been using it all this time?

    does it matter? Couldn't he just say that only got his bank account and/or credit card now instead of earlier?

    DO not open a new account unless the ip of his locaction from he registered the account to he became 18 has not changed.. Paypal isent Dumb! They see such very easily....

    Contact Paypal, and have the issue resolved somehow. Once you turn 18, you will more or less with 90% certainty have to verify your account at one point.

    Dont risk large amounts over small stupidity..
