I don't think EDU or GOV link is better than other link. peoples think this because Backlink from High pr site is better and most of edu and gov sites are of PR.
I agree with webmasterforums. The EDU and GOV sites are OFTEN (but not always) acknowledged/authority sites and are more trustworthy sites - and therefore more important than many other sites.
.edu and .gov links are treated valuable by webmasters because these time of domains represents an entity that is so focus and conserve. Such site don't often connect to the vast online community through giving outbound links and when they do, they had it nofollow making the links juices in them so concentrated. That is why webmaster as more aggressive to find these type of backlinks as it does a good effect on the overall site ranking.
