In my opinion one of the best are "Neverblue" and "MaxBounty". I have also heard good things about EWANetwork (I am in the process of getting accepted to their Network)

EWA and Neverblue are definitely not for newbies, it's difficult to get in and the first one is invitation-based, if If recall correctly. Try PeerFly, AdscendMedia, Dandingo, CPALead, CPABolt.

I'd suggest Maxbounty and peerfly, they are newbie friendly cpa networks. Check them out

 

Does EWA and Neverblue pay better because they are more exclusive? I just made an application for Neverblue and was surprised the level of detail they are asking for.
