I am curious how much a bibliography script like the one at http://www.bibme.org would cost? Not asking for a specific amount, just a general range because I know different programmers have different rates. I run a bibliography site of my own and think a tool like this would make a valuable addition.
The scripting, I'd say, is relatively straightforward, maybe 100 - 150 hours of work. (Don't hold me to that, please, without more detailed analysis.) There will be two other facets of the project, though, that are very demanding: Finding and importing all the data that go into all the different types of citations Getting server facilities large and powerful enough to host the database I hope this helps.
