Difficulty and cost will come down to if you have an off the shelf chess program that you can use and has the appropriate input/ output of variables. If you do then it is a medium complexity project (subject to the ease of integration of the chess app). If you dont and effectively need a full chess program written then it is going to be difficult esp if you want to allow "solo" play.
