I believe responsive web design is a positive thing for both seo and visitors. Somewhat but not completely.
Mobile web experience must be lightning fast. Responsive web design is great, but it’s not a silver bullet. If it’s your only weapon for mobile, then a performance problem might be hindering your conversion rate.
Same sentiments here. It's like the meal without the drinks and dessert. This kind of struck deep - I used to think RWD is the ONLY answer to answering mobile optimization problems, and I guess I thought wrong.
As others have said, yes responsive design is a big plus point. However, there can be a downside, depending upon the technology used. Google loves responsive but hates slow, bloated sites. So if your site is responsive, but slow to load, you may loose much of the benefit, in both SEO and bounce rate. The bottom line is, you do not have to use JavaScript frameworks to make a site responsive, indeed you do not need JS at all!
