It's a free dedicated IP if you get any plan but the 1Dollar hosting plan. You need to submit a support ticket so we can manually pass your order. We have no idea who you are by posting here... We are sorry for the problems you are having signing up but when you get as many orders as we do each day, MANY of them are indeed fraudulent and the orders that are possibly a fraudulent order need manual screening.
