Now we can make adsense accounts instantly with blogger. blogger accepts and publish immediately after register. Just click the 'Monetize' on blogger dash board.
With the new AdSense rules coming in, I don't think its that easy to open an AdSense account and get your blog approved.
Here are some of the rules: *Your website must be your own top-level domain (www.example.com and not www.example.com/mysite). *Your domain must have been registered and active for at least 6 months before you apply for AdSense. I am not sure how they treat blogger blogs but overall they have become choosy.
So are they going to ban blogger blogs ? I don't think so. Google never wants to demotivate blogspot bloggers.

yes blogspot.com is own by google. so it is easy to apply from there, but your blog must be that good in order to be accepted..
