    I don't really understand this business model either to be honest.
    If the Instagram accounts are specific for a Niche or Keyword and have at least been started with content & followers they might hold value...

    If it has a huge amount of following then maybe you can sell it, but if not then I don't think it is valuable.

    Or maybe its the spammers for buying accounts when they could create them themselves.
