Wordpress is still definitely the way to go. There's themes to fit whatever style you want your website, and most are customizable so you can place the ads where you want, above the fold or not. I believe the major change in the penguin update was trying to get rid of sites that used questionable methods to backlink their site to manipulate the SERPs.

Long as you're putting out quality content and following Adsense TOS, you should be fine.

Google Penguin is aimed at decreasing search engine rankings of websites that violate Google's Webmaster Guidelines by using "black-hat SEO" techniques such as keyword stuffing, cloaking, participating in link schemes, deliberate creation of duplicate content and others. So whatever script you use to build your website, you need to do same tasks to improve your search engine ranking. And as Wordpress in the best blogging platform, if you are developing a blog, then go for Wordpress. If your website is not limited to blog only, then you can think for Joomla also.

The google penguin not only affects for Wordpress blogs. It also affects other CMS or other platform blogs.
