You can start with low quality links like directory submission, forum links, article submissions, blog comments etc. and also get listings in local business directories. Press releases are often used by many webmasters.
Start doing link exchange, it is a good way of increasing your backlinks. Also, make some blogs & do unique content postings, you can add your site link in the blogroll there to generate backlinks to your site.
A couple ways to get quality backlinks... first is to find articles (or write them) then convert them into a SlideShow and submit it to SlideShare.net and Scribd.com (these sites rank really well). Then add music or voiceover to the slideshow and submit to all the Video sites like Youtube, etc. Then take the audio and submit it as a podcast to PodcastAlley (ranks really well), PodcastExchange, and all the others. You can go a long way just by converting articles into slideshows, audios, and videos and submitting them for backlinks.
