I am not sure what is problem from seller end, but it looks like seller is one person. One person company is not properly managed and can have such problems.

Since the script is ready, seller only need to send you download link. Seller should make a client area system. Client should be able to download files after payment.

Also, @OP, you should avoid mentioning any country. I do not think there is any need to mention country.

 

i have been dealing with various of outsource programmer and out of that many (around 3x projects) there were 3 failure and that 3 ... comes from that country itself.
#1 unable to deliver the things i need and as per discussion .. ended up ... running away and no refund made...
#2 totally scam offer.. but luckily managed to get back the money via paypal
#3 project delivered but found some bug... this case i am quite satisfied with the programmer based on his performance and the bug.. i am still ok with it (payment) and fixing it slowly myself

other countries.. so far.. din meet any situation like this but.. yes i agree.. we dont judge the whole country just because there are a few scammer here ...
however, what jongderic said is correct as well .. indian and not indians

and i told u what, where my negative feedback from, i also scare of scammer, i prefer not to paying at last minute in case of finding local programmer, so i got this -ve feedback. but since the mlm script module is so hard to find online, so i prefer to buy it, and i short of the time to complete whole site with my own, so i prefer to buy some modules. it end up like this.
