Indians getting instantly declined

I applied for various programs on CJ and got rejected at all of them. On other forums, I found that some CJ advertisers have set India on auto-reject. People said I should just email the affiliate manager and I'll get approved. Do any of you have this experience? Do you receive positive response in emails when you're application is declined?
