Yes, RTI can be used only for government offices, private companies are not bound to share the information they have.

RTI is right to information, but it is mainly about government organizations and those linked with the government in many ways - like subsidies, etc. I don't think PayPal would be one. However, an RTI can be filed with the RBI and other government regulatory organizations for information on what PayPal is up to and what is being done about it, which can hold PayPal accountable to their regulations.

It means your fund is now secure somewhere in their own system and you will surly got your withdrawal amount in your bank. PayPal will not cancel it at any cost. Now just wait until their problem got solved.

Is there any system or procedure where we can file a complaint against Private companies. I spoke with PayPal yesterday and they are not in a mood to stop all this. If they did not stop this soon, we all gonna loose big money :(

They can if your bank account is still attached with your PayPal.

They have just reversed the money from my Friends bank account and that payment was about 2 months old. Her bank is SBI bank. PayPal is just going crazy these days.

Well it is not possible then money is reversed from Bank Account since their is no way to take money from our bank accounts. It may possible your friend hiding some information but it's damn sure once money transfer in bank, their is no chance to reverse it at any case!
