I dont suggest you to work on PR. Work on how you can get traffic by targeting more on keywords and content. I got a site PR0 that gets 500,000+ pageviews a month
First try to work hard on adding unique fresh content, try to attract some visitors and then start promoting your blog by way of organic SEO also it increases your backlink and than Google will give your blog PR.

PR largely depends on the backlinks your blog has ever got.I agree that more emphases should be put on the site seo itself,including its content,its update,its traffic etc.PR is not everything.
Get a lot of backlinks and of course a good content cause nobody would want to a link to a site that don't have it.
Try getting someone to prepare a press release and distribute it for you to 100 press release sites. That will probably get your site some PR.
Keep building backlinks. You will have to wait for google to update rank and export to the toolbar. They don't export pagerank to the toolbar daily, so you to wait until they do. If you build quality dofollow backlinks and continue doing so you should see an increase in pagerank next time they do the update.

How old is your site. You still need to wait for 2 to 3 months of link building. Maybe your links is not enough to increase your PR.
