    yes of course get some high PR links your site through blog comments and even from authority sites. this will surely give you a high PR. My site got 0 to 4 directly in last update. :)

    Add new and unique content as often as you can. This is very important for PR, even if it is not in the original PR algorithm. Also get many and quality backlinks of course.

    There are so many methods to increase the Google PR -

    1. Unique Content
    2. Proper on page optimization
    3. Quality back links :- Forum posting, directory submission, article submission, blog commenting, social bookmarking, theme based one way links.
    4. User friendly Navigation
    5. Create many pages of your site.
    6. Domain age is another factor.

    First of all you have to update your website everyday add one article in a day after you must have quality and relevant back links from different websites, Like web directories, bookmarking websites, articles websites, guest blog posts, blog comments,
    (Dofollow forums posting) i think its enough to get page rank in first upgrade. Best of luck. Thanks
