What's it got to do with intelligence fryman.
It's about giving people the correct information. If you can't be bothered to give them the correct answer then why bother answering.
You can't assume what information they need. Just give them the right info and let them take what they want/need. Giving people half assed BS answers doesn't help them in anyway.

To get back to the original question. If Smart Pricing actually works on an account-wide basis (anyone know if thats the case?), and he moved one of his poorer performing sites into his new account, then it makes sense his earnings would go up.

So you should get the same effect just by taking ads off your pages with low CTR.

Then all the prem pubs will be affected adversly. So I feel having 1 or many a/cs may not have any effect in that way.

Yeah this is a good point. It all depends on how smart-pricing works.

If it is account wide then it would make a difference, if not it would not.

I thought you could have more than one account on the same page but just needed permission?

let say if there is 2 different person.. and 2 different account.. put 2 different publish ID on the same web.. this is not against TOS right?

You can not have more than one pub id loaded within the same pageview.

You can have multiple pub id's loading ads within the same site, like these forums do.
