Hi, I think only the google guys can tell, if there is an exact number. But you can get PR even with 10 links - from quality sites. But you need to concentrate mostly on the website content, not the incoming links only. Good Luck!
No one can tell you that! It is based on many factors. The key is to get links from quality sites and higher PR sites. If you want an exact, write Google and ask them where you need to buy good links from to get PR.
backilinks is not the only the basis of PR besides its not about the amount or right quantity but on the quality of it

As a very crude estimation ,on the basis of the page that send you the link have no more than 40 links on the page. 80 PR1 or 16 PR2 or 6 PR3 will send you to be PR3 80 PR2 or 16 PR3 or 6 PR4 will send you to be PR4 can be applied up to PR 10 In the other way single link of PR 3 send you to be PR 2 This calculation can be applied up to PR 10 Very crude and easy hmm? BTW ,I have no interested in PR anymore....
If you get atleast 2 backlinks from PR8 websites - that is enough to get you a PR1 - but, that is possible only if the website is relevant and has quality content, yours as well.
No one but google know for sure, but I have tested and to get a pr5 you only need. 10-15 pr0-1 links 1 pr6 link Have that and your set!
