    Are you saying that having links from bookmark site that has PR 3 can increase your PR? Your backlink can increase but Social Bookmark site has nofollow attribute which means their PR won't leak on your site.

    Not sure, either he's asking if having a link from this social bookmarks site will help his PR or he's advising us to use this site to increase our PR.
