    Google last updated PR in the beginning of this month, and updating every 3 months... So next update should come in the beginning of May...

    YES , anyone can create 655 back links but depends where you have created buddy. so don't panic just create BACK LINKS on good PR websites.

    i agree, backlinks with no PR is not good enough, the quality of the backlinks is most important. try to get more quality backlinks. 2 quality backlins more usefull rather than 655 backlinks wiht no quality.

    For increase a PR just we want to create quality links related to our keyword. if you are put your link at .gov, .org are the most beneficial for increase the PR.
    Also one thing must be note if your PR is increased then you may or may not increase your website visits. increasing Visits and increase PR --this two are different things. ---we must to try two. also increase PR as well as website visits.

    Maybe the backlinks that lead to your site are no-follow. If they are no-follow, Google don't count them as a valid backlinks.
