Mass submission (SE or dirs) would do that job. However, it would hurt more than help. I would never do that. There are NO way to submit TONS of pages in a FAST way. You could submit one page in a FAST way, press release is good. Mostly your main page, and you put links (navigation) on that page to other pages, so when spider crawls it, it then follow the navigation and get those pages. That way you kindda simulate the mass submission without being hurt. If you double the effort (like hiring 20 people to do that for 20 sites) you could do it quite fast.

I don't think there is any.. you would need more time to do this.. unless you have links pointing to these pages from an important page (high PR and fresh content).
Try the ad-network. The more indexed pages you have, the more weight you'll have = more links = more indexed pages.
