Feedback Incompetent programmers, and I still need a programmer. Can I give negative iTrade?

So a couple of days ago I was filled with projects and needed someone to give me a hand. I got someone to do the project in "2 hours or less". Those two hours turned in to three days and excuses.

Today, I check my email and install the wordpress plugin that they were supposed to fix, I install it and it doesn't work. I email the programmer and his insipid response is, "Sorry, but I tried my level best to search the problem and did what I can do. It seems to be higher than my knowledge. I know its urgent for you so I'll suggest you to go for some other guys also may be they get the point." I have basically been asking him if I should hire someone else from the beginning but the idiot tells me not to worry and says he's getting it done. I, an idiot as well, trust him.

So now my project is late and I still don't have a programmer, not only that but the programmer that I got tried to give me a crappy plugin to install knowing that it wasn't going to work.

So, my question is, can I give him a negative iTrader for making me waste my time even though no monetary exchange took place?

I’m not going to answer that question but let’s look at it another way.

The guy has also wasted his own time and he probably wanted to get the job done but couldn’t.

Sometimes problems look easy to solve. Oh yes, I know how to fix that. Then it turns out to be harder than first thought.

    Good luck with your project.

    Thanks Brian

Yep. I got a neg itrader for not getting a job done. I didnt' get any money, but since I failed, the buyer gave me the red mark. You can give him a gray mark instead if you feel that the red one is too harsh.
